Tech & Data Specialist

Position Summary:

Working under the supervision of the Finance and Administration Director, the Technology and Data Specialist supports the mission and vision of Whatcom Center for Early Learning by developing, maintaining, and coordinating agency technology and data resources to facilitate efficient systems. This position is responsible for developing, maintaining, and coordinating technology and data resources to support staff members in the delivery of high-quality early support services. 

 

Pay Range: $25-$29/hour

 

Schedule: Full-Time

Location: Flexible scheduling, in coordination with supervisor and in balance with the needs of the position, including options for virtual, at-home and a desk at one of WCEL’s three locations.

Duties and Responsibilities:

General Duties

  • Responsible for procurement, maintenance, and distribution of all technological equipment, including agency-provided laptops, cell phones, and accessory equipment (mice, keyboards, headsets, etc.)

  • Manage agency-related software systems, including in-house Electronic Health Record (HER/EMR) systems, Microsoft Azure AD or Entra ID tenant, and Microsoft Office 365 applications and resources

  • Provide timely and efficient support for all hardware and software systems at WCEL. Coordinate repairs and advanced troubleshooting support with third-party vendors and contracted IT company

  • Serves as key liaison to contracted IT company; shares information with key leadership and administrative staff regarding technology recommendations and decision making

  • Responsible for configuring Entra ID tenant security policies, implementing best practices to mitigate emerging threats, and ensuring the integrity of user accounts and cloud-based storage systems

  • Upholds HIPAA compliant standards and confidentiality across all technology systems 

Data Specialist Tasks  

  • Design, develop, maintain, manage, and report on databases and data updates

  • Design data tracking and monitoring tools

  • Serve as the primary point of contact for all agency-related technological systems, providing expert recommendations to support managerial decision-making processes

  • Ensures the accuracy and integrity of agency data 

  • Maintains State standards of data management tracking systems for program compliance

Program Support  

  • Works with agency departments to coordinate data and technology that supports the program needs

  • Utilizes database to track and maintain inventory, client information, etc

  • Records all staff training sessions - manages agency-critical video conferencing

Required Skills:

  • Experience with Microsoft Azure Active Directory or Microsoft Entra ID

  • Expertise in Windows as well as Apple iOS products and confidence in troubleshooting issues for Verizon, Apple Business Manager, and Mobile Device Management (MDM) systems or ability to learn new tech easily

  • Experienced troubleshooting software issues for Microsoft Office365 Suite, Adobe and other software platforms or competency to learn  

  • Experience with Microsoft Teams, OneDrive, and SharePoint

  • Professional work habits include being responsive, organized, able to manage multiple projects and deadlines, and attention to detail

  • Excellent communication skills and ability to communicate complex concepts for people of diverse technological backgrounds

  • Demonstrates a high level of confidence and excellent communication skills when working with outside agency vendors and contractors  

  • Helps to build trust, confidentiality, and efficiency when relaying WCEL technology needs and projects 

  • Ability to manage competing priorities in a fast-paced environment, to problem solve, to be self-directed, take initiative and to see projects to completion in a timely manner

What Might Set You Apart: 

  • Experience working with relational and/or non-relational databases (MS SQL, Azure SQL, MongoDB, etc.)

  • Knowledge and experience with web development technologies (HTML/CSS, JavaScript, etc.)

  • Python programming experience (or other scripting languages)

Education and Knowledge:

  • An A.S. degree and or certification in Information Systems, Data Management, IT, Computer Science, or relatable field of study

  • Two or more years working with data management systems and/or IT support
