In 1986, the U.S. Congress, convinced by research, amended special education law to include early intervention services to eligible children from birth to three. Many school districts in Washington State are already voluntarily providing birth to three services.

“Research findings have continued to demonstrate that early intervention services provide real and measurable benefits for young children with disabilities.” Guralnick, 1997

In-home therapy sessions are scheduled by region, reducing travel time to outlying areas of the county.

Classroom assistant or volunteers prepare and maintain equipment and evaluation materials used during therapy sessions - specialists focus on therapy with child.

Our Programs

Birth to Three Special Needs Program (Age 0-3 years)

This program is for children ages birth to three who have been evaluated and found to have current delays in one or more areas of development. Siblings up to school age and some typically developing peers also participate in WCEL early childhood therapeutic classes.

Whatcom Center for Early Learning is a non-profit 501(c)(3) agency.  We provide early intervention services for infants and toddlers with special needs to help them reach their highest potential.

 

Services include:

 

·   In-home therapy and consultation by WCEL specialists, for child’s speech, cognition, physical skills, behavioral and feeding issues;

·   Parent-child therapeutic playgroups, including typical peers, led by a special education teacher and WCEL specialists;

·   Parent support sessions;

·   Coordination of family resources, including education and networking to meet family needs; and

·   Ongoing assessments of child’s development.

Her office is at Opportunity Council and she is part of the Infant Toddler Early Intervention Program, led by Opportunity Council. (We are collaborative in Whatcom County!)  Or, you can call Sally Brinton at Children with Special Health Care Needs at 360-676-6762 x32105.  This program is part of the Whatcom County Health Department.

Sensational Toddlers (Age 18 months – 3 years)

This is a weekly parent-child play program for children with and without special needs, ages 18 months to 3 years old. You and your child can explore learning through a variety of motor, sensory and perceptual activities. See how creative those little hands can be as they “get messy” with paint, play dough, glue, glitter and Mozart! Our kid-friendly environment at Whatcom Center for Early Learning is just the thing to spark your child’s imagination. Active parent participation, along with hands-on teaching by staff from Whatcom Center for Early Learning will encourage skill-building in all areas of your child’s development. Wear an old T-shirt and get ready for some sensational learning.

Ferndale Toddler Time (Age 0 – 5 years)

Ferndale Toddler Time allows children from birth to age five and their families a weekly parent-toddler session. Children with and without special needs learn to play together and families connect with each other. Parents or caregivers are responsible for their child at all times. Children with special needs enrolled in WCEL may receive scheduled therapy services during FTT, per their Individual Family Service Plan.

Weekly sessions include:

  • Small motor activities: Play-doh, blocks, drawing
  • Large motor activities: big toys or small bikes
  • Snack time
  • Circle time for songs or books
  • Information about child development
  • Information about local resources for children with special needs
  • Parent Support

Cost: Donation of $2 per child or $3 per family per session requested to help cover program costs

Parent to Parent Support Programs

The Parent to Parent Support Programs provides emotional support and information to families of children with special needs and/or disabilities.

Personal support from another parent, who has a child with similar needs, can be helpful in coping with many challenging experiences and feelings. Helping Parent volunteers have completed a training program and are available to provide support and information to other parents. All information will be kept confidential. There is no cost for this service.

Services provided:

  • Emotional support for parents of children with special needs
  • Information and referrals to community resources
  • Trained Helping Parents whose parenting experiences match yours as closely as possible
  • Social and recreational events
  • Current information on disabilities, medical conditions and community resources
  • Support meetings
  • Newsletters
  • Sibshops (sibling support)
  • Public awareness and outreach to the community regarding people with special needs and/or disabilities
